Additionally, this bilateral agreement also covers topics such as promoting the participation of agents from both countries in regional markets, mechanisms for dispute resolution, methods for tracking transactions, and rules for accessing, handling, and disclosing information, among others.
Bogotá was the setting for a new meeting between commissioned experts from Colombia’s Energy and Gas Regulatory Commission (CREG) and the National Public Services Authority (ASEP) of Panama, led by Zelmar Rodríguez Crespo.
In this meeting, and after several sessions, the text of a regulatory agreement was defined. Once signed, it will allow for the exchange of electric energy between Colombia and Panama.
“During this dialogue space between both authorities, important areas were evaluated to make this a reality, including short- and long-term energy transactions, firm transactions, some general operational provisions, and the formation of a potential regulators’ committee for the interconnection between both countries,” indicated Antonio Jiménez Rivera, Executive Director of the CREG.

For her part, the administrator of ASEP, Zelmar Rodríguez Crespo, highlighted that this draft bilateral regulatory agreement was developed under the principles of economic efficiency, mutual benefit for the countries, regional vision, transparency, neutrality, simplicity, reciprocity, viability of effects, and recognition.
This definitive text will be approved in a CREG Session (a meeting where the country’s regulatory decisions are made) to complete the entire due process of approval and subsequent implementation.
